Who We Serve

Strategos serves litigation counsel, insurance carriers, corporate counsel, and family offices, bringing federal-credentialed investigators and expert witnesses to the matters where it counts

select to explore tailored services

Litigation Counsel / Law Firms
Strategos serves as a designated expert witness and litigation support resource in event security, premises liability, mass-gathering security planning, security operations standards, use of force, and workplace violence matters. All work product is produced and marked as attorney work product, with witness contacts coordinated through counsel. The Digital Overwatch platform captures, preserves, and analyzes online evidence on litigation timelines: geofenced location captures, time-range social media searches, witness identification, scene reconstruction, jury selection and voir dire support, and expert rebuttal research, all analyst-validated with chain-of-custody preservation. Premises liability support includes mapping property control, lease and venue agreements, and contracted-control arrangements against the precise location of an incident to determine where liability actually sits.

Corporate Counsel
Strategos conducts independent internal workplace investigations, including harassment, discrimination, theft, fraud, and executive misconduct, under attorney-client privilege and counsel direction, with methodology structured to meet EEOC, Title VII, and Title IX reporting requirements. For transactions, the team performs M&A due diligence on acquisition targets and key executives, covering regulatory history, litigation exposure, leadership reputation, and digital footprint, with quick-turn deliverables timed to deal calendars. Insider threat programs combine quarterly threat assessment briefings with continuous open-source and dark web monitoring through Digital Overwatch to protect IP, employees, and facilities. TSCM (Technical Surveillance Counter-Measures) sweeps detect hidden audio, video, and tracking devices in offices, conference rooms, vehicles, and aircraft, performed discreetly by trained technicians with reportable findings.

Family Offices & High-Net-Worth Individuals
Strategos provides executive due diligence and pre-employment vetting for boards, executive teams, and private equity, including background investigation, litigation and regulatory history, reputation analysis, and financial and asset review where permitted. Ongoing threat monitoring is delivered as a single-source program combining protective services, residential security, and continuous monitoring through Digital Overwatch across social media, forums, and the deep and dark web, paired with monthly intelligence summaries and defined escalation protocols. Engagements run on a confidential, retainer-based model built for discreet, long-term partnership rather than one-off requests.

Insurance Carriers & SIU
Field investigation services support carriers, defense counsel, and SIU units directly. Surveillance covers activity-check and sub-rosa work for personal injury, workers' comp, and fraud claims, with video documentation and claimant background investigation. Fraud investigations and skip tracing locate witnesses, defendants, debtors, missing persons, and assets through commercial database research, public records, and Digital Overwatch. All findings are delivered in carrier-structured reporting, meaning disposition reports formatted specifically for SIU and defense counsel review, rather than generic investigator notes.

Protect Your People.

Two questions decide every safety and security case.

Whether the matter is negligent security, premises liability, workplace violence, a mass-casualty incident, a school or faith-based safety event, an event-security failure, or a personal injury or fraud claim with a safety and security component; the same two questions sit at the center of every one of them. Strategos Investigations is the federal-credentialed investigations and expert witness practice of Strategos International. We have done the prevention work for more than two decades and now bring that practical experience into the response phase for law firms and insurance carriers. The combination is rare. That is the value we bring to your matter.

Strategos helps law firms answer both.

The Two-Step Liability Test

When liability is the question, the answer comes in two steps.

Strategos works both. Our principals have built and operated security programs for living, breathing organizations across the country; we now apply that practitioner-level perspective to investigations, expert witness designations, and the analytical work product that goes with them.

1.

Foreseeability

Could the need have been anticipated in advance?

2.

Standards of Care

If yes, what reasonable preparation did the organization actually make?

A Practical Reframe

Reasonable effort, not perfect prevention.

The most protected person on the planet is the President of the United States. Thousands of personnel and billions of dollars of resources are aligned to that mission, and they still cannot prevent everything. If those resources cannot prevent everything, then the expectation cannot be that any other organization will. The legal question is not whether harm could have been avoided; it is whether reasonable effort, measured against reasonable “leading practices” standards of care, was actually made.

That distinction is where these cases are decided. It is also where Strategos lives.

Prevention. Response. Both.

Practitioners who actually do the work.

Most expert witness firms come from one side of the practice; they either investigated incidents for a living or consulted on security programs. Each of those positions has value, and each has limits. The reasonable standard of care is what a reasonable practitioner would do; that is an operational question, not an abstract one. The most credible answer comes from the practitioner doing the work right now.

Prevention Phase

What we do every week for current clients:

  • Executive protection programs for corporate clients and high-profile individuals

  • School Protective Services for K-12 districts and faith-based schools

  • Active threat training and workplace violence prevention curriculum

  • Event security planning for large public gatherings

  • Threat assessment and intervention protocols

  • Security operations training for in-house security teams

  • Digital threat monitoring and protective intelligence

Response Phase

What we do every week for current clients:

  • Civil and criminal investigation under attorney direction

  • Designated expert witness in event security, premises liability, and mass-gathering security planning

  • Digital intelligence and online evidence preservation through the Digital Overwatch platform

  • Coordinated multi-investigator teams for high-complexity matters

  • Scene reconstruction and comparative event analysis

  • Litigation work product structured for direct use by counsel

  • Pre-deposition preparation and trial support

Subject-Matter Expertise

The four issues that decide these cases.

Strategos principals testify and consult on the four issues at the center of safety and security preparedness cases. Each of these is more than a label; each requires a separate analytical lens and a separate evidentiary trail.

Property Control

Standards of Care

Negligence & Willful Negligence

Foreseeability

Property Control
Where did the incident actually occur? Who controlled that space at the time? In many premises liability cases, the answer determines exposure as much as any other single issue. We map property lines, lease and venue agreements, and contracted-control arrangements against the precise location of the incident.

Standards of Care
What did reasonable preparation actually look like for this type of organization, this type of event, and this type of risk? We answer through current operational knowledge, comparative analysis of similar venues, and published frameworks (DHS SEAR, NFPA, IAVM, industry leading practices). We deliberately use the phrase “leading practices” rather than “best practices” because the latter implies a rigid standard that does not actually exist in practice, and creates legal vulnerability that the former does not.

Negligence and Willful Negligence
Did the organization fail to take reasonable effort, and if so, what kind of failure was it? An honest gap in preparation is one analysis. A choice to ignore known risk is another. The legal distinction is significant, and the evidentiary trail is different in each case. We analyze prior-incident history, internal communications, training records, and post-incident response to draw that line where it actually belongs.

Foreseeability
Could the harm have been anticipated? This is where most premises liability cases open. We answer it through prior-incident analysis (police-reported activity, comparable venue records, industry-wide pattern data), threat-intelligence review, and the practical question of what a reasonable practitioner in that role would have known going in.

Litigation Support

FOR LAW FIRMS

Plaintiff and defense firms retain us to build out the evidentiary side of a case: locating the people who saw what happened, reconstructing how it happened, and putting qualified experts on the stand to explain why it matters. We coordinate directly with your trial team and work product is prepared under the attorney-client and work-product protections you direct.

  • Vehicle and pedestrian crash reconstruction using scene mapping, vehicle dynamics analysis, and 3D modeling supported by drone-collected aerial imagery. Scene preservation, evidence collection, witness coordination, and demonstrative exhibits structured for jury presentation. Civil and criminal matters; defense and plaintiff support.

  • Officer-involved shooting analysis, security guard use of force review, tactical reasonableness opinion, and expert witness designation in civil rights and excessive force litigation. Federal FBI Hostage Rescue Team, U.S. Secret Service Presidential Protective Division, and KCPD SWAT and command credentials applied to Section 1983 and state-law analogs.

  • Pre-incident threat assessment failure analysis, intervention-protocol adequacy review, post-incident reconstruction, and expert witness designation in workplace violence civil litigation. Direct experience from federal protective intelligence and municipal command applied to employer liability matters.

  • Civil wrongful death investigation including scene work, witness identification and interviews, document and records analysis, expert coordination, and the full litigation work product suite. A direct extension of our premises liability and mass-casualty event practice.

  • Independent investigation of harassment, discrimination, theft, fraud, executive misconduct, and policy violations. Conducted under counsel direction with attorney work product protection. Methodology structured for EEOC, Title VII, Title IX, and similar regulatory reporting requirements.

  • Our principals testify as retained experts on the adequacy of security and the standard of care owed to invitees and attendees. We evaluate whether the security measures in place at the time of an incident met accepted industry practice, whether the harm was foreseeable, and whether reasonable steps would have changed the outcome.

Designations are available in three areas where Strategos has deep operational grounding:

    • Premises Liability - security staffing, access control, lighting, surveillance coverage, and the foreseeability of criminal acts on a property.

    • Event Security - planning, threat assessment, and execution for ticketed and private events, including the screening, staffing, and emergency-response decisions that drive liability.

    • Mass-Gathering Safety - crowd management, ingress and egress design, density and flow, and the crowd-control failures that lead to crush, trampling, and stampede injuries.

We provide written opinions, deposition testimony, and trial testimony, and we will identify early whether the facts support the opinion you need before you designate.

  • A case is only as strong as the people willing to testify to it. We locate fact witnesses who have moved, changed names, or gone dark, identify previously unknown witnesses through canvassing and record work, and conduct recorded interviews that preserve the account while it is fresh. Statements are documented to a standard your firm can use, and our investigators can later authenticate what they collected.

  • For incidents where the mechanics are in dispute, we reconstruct the event from the physical evidence, scene measurements, and available records, and we apply statistical analysis where patterns of prior incidents speak to notice and foreseeability. The output is a clear, exhibit-ready account of how an event occurred and what the surrounding data shows, prepared to pair with expert testimony.

  • We compile background reports on parties, witnesses, and opposing claimants for pre-litigation assessment and trial preparation. Each report pulls from criminal and court records, civil judgments, property and vehicle records, business affiliations, and known relatives and associates, with identifiers checked against every record category so a shared name or address is not mistaken for the subject. Reports are furnished only for purposes permitted under the Fair Credit Reporting Act.

  • Locating the assets behind a case. We identify bank, property, business, and vehicle holdings tied to a defendant or judgment debtor so your firm can weigh the value of pursuing a claim and the odds of recovering on a judgment. Findings are documented to the source and prepared to support collection or pre-suit strategy.

  • The witness you locate often needs to be served. We handle service of process and related field tasks, including difficult and evasive serves, and document each attempt for proof of service. This pairs with our locate work so a single matter moves from finding the person to putting the papers in their hand.

The work is independent, the documentation is complete, and the chain of custody holds.

  • We vet individuals and entities before a deal closes or a hire is made, covering criminal and court history, financial and business records, regulatory and sanctions screens, and reputational red flags. This includes behavioral and criminal history, current online activity, and locate information, delivered to support a protective-services response or a decision to involve law enforcement. The work draws directly on Strategos's security and protective operations.

Family Office & HNW

for private clients

Families of means carry risks that rarely appear on a balance sheet: the staff member who isn't who they claimed to be, the investment that looks too clean, the fixated stranger who has found a principal online. Strategos works quietly behind the family office and the household, vetting the people and deals that affect a principal's life, watching for threats before they arise, and resolving sensitive matters without drawing attention. Engagements are handled by a small, consistent team and reported only to the principal or the advisor you designate.

Insurance & SIU

For Carriers & Defense Counsel

Carriers and the firms that defend them retain Strategos to test claims against reality. We confirm or refute claimed injuries and losses, expose organized fraud, and find the people and assets that claims and litigation turn on. Multi-investigator teams let us cover subjects who are mobile, claims that span jurisdictions, and operations that demand surveillance from more than one position at once.

  • Covert, documented surveillance of a claimant's day-to-day activity. We record what a subject actually does against what the claim says they can do, capturing date- and time-stamped video and photographs from the field. Activity checks deliver a focused snapshot for an early read; extended sub-rosa builds the multi-day record that defense counsel can put in front of an adjuster, a mediator, or a jury.

  • We independently verify the claimed effects of an injury, confirming whether reported limitations match observed behavior and whether the loss being claimed is consistent with the subject's actual life. Findings are paired with surveillance evidence and a written report that ties each observation to the date, time, and location it was recorded.

  • Investigations into the validity of workers' compensation claims, including secondary employment while on disability, exaggerated or fabricated injury, and the same-day return to physical activity a claimant reports being unable to perform. We document the activity, identify any undisclosed work or income, and assemble a record built for the comp setting.

  • Direct support to special investigations units on suspected fraud, from a single questionable claim to organized rings involving staged losses, medical mills, and coordinated claimants. We staff matters with multi-investigator teams when a subject is hard to follow or several subjects need simultaneous coverage, and we run the case to feed your SIU referral, EUO, or denial with documented evidence.

  • Locating people and money. We trace witnesses who need to be served or interviewed, claimants and defendants who have relocated or are actively avoiding contact, and the assets behind a judgment or settlement. Our locate work draws on licensed data sources and open-source research, and people-locate results are produced in line with the permissible-use limits of the Fair Credit Reporting Act.

  • Our open-source and social-media investigation service. Digital Overwatch captures and preserves a subject's public online footprint before it is taken down or scrubbed, then reconstructs a timeline from posts, photos, check-ins, and metadata. The result places a subject in a location, an activity, or a relationship on a specific date, and frequently contradicts what a claim file asserts. Captures are preserved for authentication and reference back to the source.

Frequently Asked Questions

What law firms and carriers want to know.

  • We support safety and security preparedness matters across the full litigation spectrum: negligent security, premises liability, workplace violence, mass-casualty events, school and faith-based safety incidents, event-security failures, wrongful death, crash and reconstruction matters, law enforcement and security use of force, officer-involved shooting cases, and personal injury and fraud claims with a safety and security component.

  • Yes. Our methodology does not change based on who is paying. Independent investigative methodology that holds up under cross-examination is what makes our expert witness work credible to either side. We routinely serve litigation counsel on both sides of the V.

  • We are not a private investigator firm in the conventional sense. We staff engagements with former federal agents and senior state and municipal law enforcement command personnel. We deploy a purpose-built digital intelligence platform (Digital Overwatch). And we produce written analytical work product structured for direct use by counsel. The result is a different category of investigative deliverable, billed at rates calibrated to the specialized investigation and litigation support market rather than the general PI market.

The team holds federal investigative pedigree from multiple agencies with global advance and protective experience. Several team members hold active TS/SCI clearances.

  • Initial consultation and conflict screening can typically be completed within 24 to 48 hours of inquiry, and engagement letters executed shortly thereafter. For time-sensitive digital evidence preservation, the Digital Overwatch platform can be configured and operational within days; this is often critical because social media content gets deleted or altered quickly.

  • Digital Overwatch is the Strategos-built digital intelligence platform deployed in active litigation to capture, preserve, and analyze online evidence. Capabilities include geofenced location-based content capture, time-range searches, witness identification, scene reconstruction support, jury selection and voir dire support, expert witness rebuttal research, opposition research, forensic screen capture, and continuous threat monitoring. All output is analyst-validated with chain-of-custody preservation.

  • All litigation work product is produced under attorney direction as attorney work product and marked accordingly. All witness contacts are coordinated through counsel. Initial consultations are conducted under engagement-letter confidentiality.
